The Kofi Annan International Peacekeeping Training Centre (KAIPTC) Ghana will run a 0ne-week Comprehensive Medical Support in Complex Emergencies Foundation Course, sponsored by Germany.

“COMPREHENSIVE MEDICAL SUPPORT IN COMPLEX EMERGENCIES”
Foundation Course

INTRODUCTION/BACKGROUND

Currently we are facing a high number of armed conflicts all over the world. Especially Africa is battered by numerous of these conflicts, which hinder the continent on its way to peace, democracy and prosperity.

Mission environments are mostly different from the regular work environments people are accustomed to. Much as it is desirable to have peace around us, the environments within which we work is an enabler or a dream killer. Mission environments are typically not very conducive, talk about general living conditions, weather, food, language, epidemic, and medical situation on the ground.

The medical support is not only focused on one “provider” like Military Hospitals, a lot of different organisations are offering immediate medical support. All these actions and organisation have to be coordinated closely and they should have shared their experiences on the ground.

As military forces face increasingly complex scenarios requiring crises management on the sector of medical care that involves both civilian and military instruments, it is necessary to define their interaction at the civil-military interface by means of sound policy and doctrine. In addition to that, challenges also need to be addressed by appropriate education and training efforts.

COURSE DESCRIPTION

The one-week Comprehensive Medical Support in Complex Emergencies Foundation Courseis designed by and conducted at the KAIPTC will focus on principles and common guidelines, including an aspect of first aid under fire which addresses UN 10-1-2 guidelines.The course facilitation team will be composed of resource persons from Training Institutions in Africa and Universities from US and Europe, NGOs, Peacekeeping Practitioners, as well as academia among others.  

COURSE AIM

The CMSCE course aims to promote an integrated health response through enhanced interoperability across civilian and military actors in complex emergencies. Networking is an important tool for a quick and successfully support.

EXPECTED OUTCOME

The overall training objectives for the MMSHA are:

• Understanding the complex environment of humanitarian support in conflict scenarios
• Understanding the different agendas of the main civilian and military stakeholders in international crises management
• Knowing the international guidelines, concepts and principles
• Knowing the international guidelines, concepts and principles applying to complex emergencies
• Understanding in the interdependence of health and human security.
• Understand capacity building programs to strengthen health system in conflict-affected states by joint health and security actors.
• Promoting the ICRC ‘Health care in danger’ project on ethics, rights and responsibilities of the staff of health and pre-hospital personnel, issues related to international law and humanitarian law, international human rights, caregivers and patient safety as well as the role of communities to address and reduce violence against health care
• Understanding the main frameworks in disaster risk reduction, prevention, mitigation
• Applying the Tactical Combat Casualty Care concept
• Understanding the International Health Regulations
• Understanding medical emergency logistics
• Understanding the tools to gain situation awareness
  • health infrastructure (overwhelmed local health systems)
  • surveillance of infectious and non-communicable disease
  • climate associated restrictions on access to safe water and food
  • emerging environmental conditions
  • dynamics in migration
  • information sharing
  • early warning systems

 

TARGET GROUP

Participation in the Course will be by invitation to targeted individuals and/or Ministries of Defence in the West Africa Region (member States of ECOWAS); additionally, the course will be advertised via KAIPTC Webpage / LMS.

• Senior Medical Officers from UN/AU/ECOWAS/NATO/EU Missions and other national and international Organisations
• International civilian and military personnel preparing to serve at UN/AU/ECOWAS/NATO/EU-Mission HQs as CIMIC-, Legal- Advisors and Joint Mission Analysis Staff officers,
• International civil military personnel preparing to serve for IO’s, GO’s and NGO’s in complex emergency environments

 

The gender aspect will be taken into consideration; (depends on applications and nominations)
Participants must be able to speak and write fluently in English;
The participants will be selected with attention to a balanced geographical, ethnical, gender and professional distribution.

METHODOLOGY

• Participatory, problem-based learning approaches using facilitated discussions
• Theoretical sessions with practical application
• Practice sessions to allow for application of information and concepts presented
• Drawing on participants’ individual experience and subject matter expertise
